punishments (or better: who i punish) is not random, just how hard the punishments are is a bit random at times.

Well, you're not exactly bad-tempered either (occasionally of course, but who isn't?), so I thought it's obvious that I exaggerated a little :D
You always punish the right guys, but as you said, the level of punishment is proportional to your actual mood at a given moment.
