Hell if that thing was working on 12 I'd be thrilled.
If device works optimally and is well built, and if the computer is practically dedicated to that single USB port, and if you don't count protocol overhead, bidirectional traffic and what-not you get ideally 12Mb/s. However, in practice none of these is true.

For example: when I transfer files over 56MBps WLAN from a computer connected directly to the same router via 100Mbps Ethernet cable using sftp I get barely over 10Mbps of effective transfer rate.

Yeah i get it, manufacturers state the maximum speed in best case scenario, optimal conditions.
