Hi, all :D
I'm new here and maybe these questions were already answered, but I'm very curious about it.
How's the Skill parameter in xrlstats calculated? And most of all, is there any chance i can lower my ping performances on the server without changing provider?

To be honest i don't know answer of first question. :S But for lower ping you can try changing number of packets and other network settings, smaller FPS, lower details.... Thought ideal FPS is 125, that can't help you if you are late 0.5 seconds.

Skill is dependant on who you kill and who kills you with what. There's certainly a better description on the XLRStats website, but basically it's like this:

Kill a player with higher skill than you with a pistol: You get some plus points (in the range of 3 - 6 I'd guess)
Kill same player with SR 8: You get a little less plus points
Kill a badly skilled player: You get few plus points (I'd say 1 - 2 but am not sure)
Be killed by knuffkapulle or another great player: Lose a few points (Again, 1 - 2 I'd say)
Be killed by a n00b: Lose more points

In general: Try to kill good players and avoid being killed by "bad" players. :)

jep, thats that.
i think i read somewhere bout the principle with that they controll the international chess ranking, dunno.
anyways ist XLR stats, more info is aviaible in http://www.bigbrotherbot.com

what belongs to the ping:
theres no real big chance, lowering latency since u dont have any influence on the biggest part or ur line.
sure u can avoid mass download while u play, and believe me we have an eye on how our load situation is.
the rest is vodoo. if ure from poland, we could try to route u a bit different...

aint there a lot of cvars that you can change to boost ur connection?

as for example rtcw:et has a few commands like /rate and /com_maxpackets that will lower ur ping from over 200 to a nice 20 or smth. i really aint very good at this stuff, but aint there a few nice commands to do that trick?

FUHGEDDABOUTIT.
Rate and maxpax are there in urt as well, both games base on the q3 engine.
But there is ABSOLUTELY NO WAY for someone with a modem (otherwise you would not have ping 200) to lower his ping more than like 0.030 or 0.040 seconds.

Because all tweaking will VERY likely not downsize your ping more than like 20ms. (Means: With tweaking you can reach like 200 -> 180, or 160 ->140, 100 to 80.... if you already have like 40ms ping, you are likely to not get even more than 5 ms better.)

Bottom line is, get a better connection, there is nothing else you can do for a bigger effect that you can REALLY "feel".

P.S.
Just asking for stuff because being lazy is not... forget it. Get a grip and get to know what you want to know. You think anybody told me about this stuff?
Anyway, configs for you people:

its a good idea to call latency "the reality factor inside the global village"
