happens to me too but only for sec.. dunno

That usually happens on TS servers, when you join a team in the middle of a round it will show your ping is 0.
On TDM...maybe when you just join the team, or if he joined at the very end when the scoreboard was displayed.
There is a slight chance this guy is actually a bot, though even they have pings above 0.

nah bots crash pretty fast on windoze hosts, most likely just a displaying issue

I get pings between 2-4ms sometimes, and 'cause of calculating error/rounding i guess it sometimes shows the 0.
